Absence of the Registrar or vacancy in his office. As per the Act: Under Section 10 of the Act,

(1) Any Registrar, other than the Registrar of a District including a Presidency-town, being absent from duty in his district, or his office being temporarily vacant, any person appointed in this behalf by the Inspector-General, or in default of such appointment, the Judge of the District Court within whose jurisdiction the office of Registrar lies within the local limits. , shall be the Registrar during such absence or until the [State Government] fills up the vacancy. Otherwise on duty in his district or when his office is temporarily vacant, any

(2) In the absence of the Registrar of a district, including a Presidency-town, the person appointed by the Inspector-General in this behalf shall be the Registrar during such absence, or until the [State Government] fills the vacancy. Absence of Registrar on duty in his district. –

Section 11: If any Registrar is absent from his office on duty in his district, he may appoint any Sub-Registrar or other person in his district, in such absence, to perform all the duties of the Registrar other than those mentioned in Sections 68 and 72.

Section 12: Absence of Sub-Registrar or vacancy in his office.- Whenever a Sub-Registrar is absent or his office is temporarily vacant, any person appointed in this behalf by the Inspector General of Registration or the District Registrar shall be Sub-Registrar during such absence, or until [Vacancy filled.]
According to the Act, in the event of the absence of a registrar or a vacancy in his office, the Inspector-General of Registration or any other officer appointed by the State Government shall perform the duties of the registrar until a new registrar is appointed.

In simpler terms, if the registrar is absent from his office or if there is a vacancy in his position, the Inspector-General of Registration or another officer appointed by the State Government will take over the duties of the registrar until a new registrar is appointed.
