Delhi to implement faceless land registration system.

The Delhi government’s revenue department will adopt the faceless National Generic Document Registration System (NGDRS) by August 2023. The move aims to streamline the process of obtaining documents related to land deeds, lease rent agreements and legal documents.

According to officials, the new system will simplify the uploading of necessary documents for registration of sale deeds, power of attorney and wills, making payments and taking appointments at sub-registrar offices (SRO) online. The new system will make the process more efficient and accessible while reducing the rush at SRO. A pilot project for the new system will be launched.

NGDRS is the Central government’s flagship program for digitising the land record system, which was started as a pilot project in Punjab, Rajasthan, and Maharashtra. It has since been implemented in several other states.

Despite the intended use of the system for sub-registrars and officials from Revenue Departments, citizens can also use the system for land registration purposes. At present, many states continue to execute the land registration processes with private vendors and partners. However, the government has urged the states to set up local servers to improve internet speed and ensure better maintenance of digital data for effective tracking of land records.

As per official statistics, the government has integrated several tehsils and sub-registrar offices with land records. The NGDRS system will provide a more secure system for storing land records, enabling the citizens to digitally perform all processes, including sales or transfer of land.
